Russians Will Not Win the War: NATO Secretary General Makes Strong Statement on Russia Directly from Kyiv
During his visit to Kyiv, Mark Rutte spoke about the cowardly tactics of the occupiers. Instead of successes on the front, Russia chooses terror, but this will not break the resilience of Ukrainians.


NATO Secretary General Mark Rutte, along with 32 ambassadors of the Alliance, visited Kyiv and witnessed the aftermath of Russian attacks firsthand. He emphasized that despite Russia's attempts to sow terror, it will not be able to win this war.
Rutte shared this in a video message published on his Instagram page.
"I am here now in Kyiv, on the street in Lukiankivka, which is part of Kyiv. And behind me, you can see the destruction caused in the last 10 days. In particular, over the last 3-4 days, there have been massive drone and missile attacks from Russia again. And this is a department store that has been severely damaged. Something like a shopping center, but there is also a metro station here," said the NATO Secretary General.
According to him, rescue services have been operating within a unified integrated system since 2014. Firefighters and other emergency services work within one large agency and perform extremely complex tasks every day. At the same time, they constantly risk their lives, as repeated strikes can occur with an interval of 40 minutes. Rutte also noted that one of the rescuers was killed due to the impact of a second missile.
"This is what the Russians do. They try to create fear and terror here in Ukraine. And, essentially, this is a cowardly act. Because right now they are unable to win on the front line, as Ukrainians are showing extremely good results. So instead of acting on the front line — where they are still present but not winning — they try to create such fear and terror in the cities," emphasized the Alliance Secretary General.
He also mentioned that he is in Kyiv that day with 32 NATO ambassadors, highlighting the presence of all Alliance allies in the Ukrainian capital.
"And I think this is a clear signal: when Putin said a few days ago to all missions, 'Please leave Kyiv,' instead of leaving, 32 ambassadors are here. 32 allies are here — as a clear sign that we stand with Ukraine. Our respect for the resilience of Ukrainians is immense — for what they are doing on the front line, and also to show that through such terror they will never... Russians will never win this war. Ukrainians will never allow this to happen. We will not allow this to happen," assured Rutte.
Mark Rutte's Visit to Kyiv - What Was Discussed
Recall that during his visit to Kyiv on June 3, Rutte assured that the supply of PAC-2 and PAC-3 missiles for Ukrainian air defense continues as usual, and allies confirmed their readiness to continue funding these programs. Despite the high intensity of fighting, the current volumes of assistance are not affected; at the same time, the Alliance is actively working to expand production capacities to meet Ukraine's long-term needs and replenish its own stocks.
Ukrainian President Volodymyr Zelensky, during a meeting with Rutte, emphasized that the current pace and volumes of arms supply through the PURL program are insufficient and called on partners for additional steps. The head of state announced that 6 countries have already confirmed their readiness to make new secret financial contributions to this program, which remains a top priority for arms procurement, particularly in the USA, along with the development of a new format DronDeals.
