In recent years, Estonia has emerged as a leader in digitalization. Most administrative services are now accessible online. According to a study by the Friedrich Naumann Foundation, 90 percent of the residents of the Baltic country use national e-IDs to access government services.
Estonia: Digitalization and AI
Estonia is also making strides in AI. In the education sector, the country has distributed ChatGPT licenses to teachers and students, as reported by FAZ. In administration, AI is also being used strategically, according to publicplan.de.
That almost all residents in Estonia, and foreign entrepreneurs through the e-Residency program, use their digital identity for services such as official and medical visits as well as signing documents is now becoming a problem with the increasing prevalence of AI agents.
AI Agents Using Personal IDs
As reported by The Next Web, AI agents currently cannot independently sign documents legally or take responsibility for their actions. For many tasks, they must use the ID of a natural person, which comes with limited control options and restrictions.
This gap is something Estonia's Prime Minister Kristen Michal aims to close by assigning unique ID numbers to AI agents. Michal has now announced corresponding plans. The idea is that the activities of AI agents can be restricted, monitored, and recorded through this measure.
Restricting Access of AI Agents
"It should not be the case that a person has to grant their AI agent access to all their rights, services, and data," Michal stated via X. It should be possible to define whether an AI agent can only view data, prepare a document, or operate solely within fixed monetary limits.
Additionally, it must be clear on whose behalf an AI performs digital actions. Michal did not specify a possible start date for the issuance of ID numbers. It is also unclear what happens if an AI agent with its own ID makes a mistake.
